This move comes nearly 3.5 decades after the Baltic countries declared independence from the Soviet Union, and comes after years of strained relations with Russia .
The disconnection will involve the deactivation of sixteen power lines that previously linked the three Baltic states to Russia and Belarus. In their place, a new grid connecting them to the rest of the EU has been established. The Baltic Power System will operate independently for 24 hours during the transition, before merging with the Continental European and Nordic grids via connections with Finland, Sweden, and Poland. The Kaliningrad region, a Russian exclave separated from mainland Russia, will remain unaffected by the disconnection as it already relies on its own power generation.The Baltic countries have received significant financial and technical support from the EU to facilitate this transition, with an estimated €1.2 billion ($1.25 billion) invested in synchronizing their power systems with Continental Europe. Lithuania, in particular, has made a concerted effort to reduce its reliance on Russian energy sources, halting all purchases of energy resources from Russia three years ago in response to the war in Ukraine. While the disconnection plan was announced well in advance, there are concerns about potential cyberattacks and provocations during the transition period.
