Nakasaad din sa memorandum na tataas ang PhilHealth contribution nang 0.5 percent kada taon hanggang sa maging 5 percent na ang babayarang premium sa 2024.Sa isang online petition, sinabi ng mga OFW na unfair o hindi patas ang bagong direktiba at lalo raw pasakit sa kanila ito ngayong may COVID-19 pandemic."Nagpapadala kami buwan-buwan ng pera.
