The adorable noises are part of the nursing period for the seal pups being looked after by Marine Mammal Rescue.
Harbor seals can however make sounds in-air too, including barks, honks, growls, grunts and even mother to pup contact calls. Mothers and pups will use sounds to stay in contact with one another, with pups able to make calls that can be heard up to a kilometer away.
During the first few weeks of their lives, pups will make a"maa" sound, but this tends to diminish after the nursing phase which lasts around four weeks. Despite looking cute enough to squeeze, it's not only advised not to, but it's actually against the law. The Marine Mammal Protection Act rules it is illegal to touch or harass harbor seals in the U.S. The pups are often left on the shore by their moms during the nursing weeks in order to forage alone, but will not return until they can no longer see humans around the pup.
If the pup is moved or touched, even by those thinking they are helping it, it increases the risk of the mother abandoning them.
