But demands from commercial customers to get cameras into distant orbit, to figure out why foreign-owned satellites kept encroaching on their geostationary satellites, meant HEO had to expand more rapidly than it planned, requiring a fresh injection of funds.

Geostationary orbit is one of the most distant orbits for satellites. It requires satellites to hover 35,786 km above the equator, so they circle the Earth once every 24 hours, making them appear to observers on the ground like they’re not moving at all.
