On Saturday, a 24-year-old woman told police that her apartment lights flickered briefly before they went off just before 3 a.m. When she contacted CPS Energy, a customer service representative advised her to check her breakers, police said. There, while she observed that the external breaker had been switched off, an unknown man approached her, grabbed her by the arm, and pulled her. The woman was able to fight off her assailant and run into her apartment, police said.
