We are shining a light on the moments before, during, and after the devastating flood disaster that reshaped entire communities.Heavy rainfall across Central Texas Tuesday prompted flood warnings and the closure of multiple low-water crossings as authorities urged drivers to avoid flooded roadways.

Counties across Texas are moving fast to improve flood warning systems after devastating flooding in July left several communities underwater and caught residents off guard. The flooding prompted state leaders to act, approving $50 million in funding for outdoor flood warning systems through the Texas Water Development Board. Thirty counties included in a disaster declaration are eligible to apply for the money, which can be used for flood sirens and other warning technologies designed to alert residents before water levels rise. 25 counties of the 30 eligible have already made moves to secure at least $1 million each from the state program. In Kendall County, county leaders approved a plan to move forward with a flood warning system using the state grant money. Comal County has done the same, saying the funds will allow them to speed up a multi-year plan to address high and low water crossings, lighting, and cameras at dams.Bexar County Judge Peter Sakai says the county chose a different path, committing $21 million of its own money to a newSakai said the decision came down to timing. While grant funding can help offset costs, the application and approval process can take months — time he says residents don’t have, especially after witnessing how quickly floodwaters overtook areas like Perrin Beitel last June.Although Bexar County moved ahead independently, Sakai says officials are still exploring whether some of the state grant money could be used to supplement the county’s investment. He has directed the San Antonio River Authority to determine whether those funds or other grants could still apply.Officials in Kendall County say their system could eventually receive alerts from upstream counties like Kerr County, allowing emergency responders to be notified sooner if flooding begins farther north. Sakai says he is now looking into how Bexar County’s NextGen system could communicate with neighboring counties’ systems, creating a more connected regional network. The Texas Water Development Board says the five counties that are eligible for funding but haven't applied are: Bexar, Concho, Reeves, Travis, and Williamson.
