Parking garages are hoping for a surge in business as tens of thousands of office workers return to Manhattan during New York City’s reopening, which is expected to enter its second phase Monday.
About 10% of white-collar workers, or 130,000 people, could be back by mid-August, according to a survey of firms conducted by the Partnership for New York City, a business group that represents some of the city’s largest private-sector employers.
