Correspondence obtained by News24 reveals how - as Mkhwebane challenged the legality of the rules that could lead to her impeachment - Public Protector CEO Thandi Sibanyoni appealed to Solicitor-General Fhedzisani Pandelani to intervene"in settling litigious matters between the Public Protector … and state institutions represented by the Office of the State Attorney".
