The arrests of two cartel leaders are unlikely to make a dent in the drug trade.
They call him “ el capo de capos ,” the boss of bosses, but when people on a high perch come down, they come down hard. Ismael “El Mayo” Zambada, 76, came down hard last month. U.S. authorities arrested him in El Paso , the result of an elaborate sting operation that duped the usually wily cartel leader. Investigators, exploiting a rift between cartel leaders, lured Zambada onto a plane to examine land he thought was in Mexico ; the “land” was nonexistent, and the plane arrived in El Paso .
“El Mayo” has made billions through his fentanyl smuggling operation, a vast network that has become a main feature of the Mexican drug landscape. Cartels produce and transport the drug, making the business cheap and efficient. What makes fentanyl trafficking so insidious is that the drug is smuggled through legal ports of entry. The recent arrests represented a significant hit against the smuggling operation, but the cartels run sophisticated outfits, and they have a deep bench.
