Citizens are taking municipalities to account; they have taken the battle against non-performing municipalities to the courts in a desperate bid to get them to account. In one of the landmark cases last year the Eastern Cape High Court ruled in favour of ratepayers against the Makana Municipality. The court ordered the Eastern Cape provincial government to dissolve the Makana council after it was found to be dysfunctional and in violation of the constitution.
