All other aspects of the lease sale remain the same, including a requirement that sealed bids be submitted by January 6.
This second lease sale follows a 2017 bill that ordered the Department of the Interior to hold two lease sales in the refuge, each offering at least 400,000 acres. The first lease sale was held in January 2021 and drew no bids from major oil companies. Debate over oil development in the refuge's coastal plain has continued for decades, with environmentalists and some Indigenous groups opposing it due to the area's importance as the calving ground for the Porcupine Caribou Herd.
