The arbitration hearing for suspended San Antonio Police Officer Abdiel Munoz concluded today, centering on whether he properly searched 19-year-old Jesus Gonzales before Gonzales brought a gun into jail and died by suicide in March 2024.
Authorities say Gonzales was able to smuggle a firearm into the jail after his arrest on a domestic violence charge. The weapon was not discovered during the initial search, leading to Munoz's indefinite suspension.
Munoz was identified as the transporting officer responsible for conducting the first search before Gonzales was taken to jail. Body camera footage of that search became a key piece of evidence during the two-day arbitration hearing. Video shown in court appeared to show Munoz searching Gonzales before he was transported to the jail, where he was expected to undergo a strip search. The hearing included testimony from San Antonio Police Chief William McManus.
Several witnesses testified that the initial search failed to uncover the firearm. However, retired SAPD Sgt. Steven Bratina testified that he shared responsibility for what happened. Bratina told arbitrators that because Gonzales had requested to use the restroom, he instructed Munoz to speed up the search process.
"At this point in time do you feel like that changed or accelerated the processing of the arrest? " asked the attorney questioning Officer Abdiel Munoz. Despite that testimony, arguments were made that Munoz had been trained to conduct thorough searches and take the necessary time regardless of the circumstances.
