Although Apple did not announce the M1 chips at WWDC in 2020, it did offer the Developer Transition Kit, a macMini based desktop using an A12Z chipset from the iPad Pro but running macOS. That allowed developers to have their ARM-based apps ready to go when the new hardware arrived.
