The prime minister has ruled out the minor party’s requests in return for legislative support, even though Tanya Plibersek says she is negotiating.

Already a subscriber?Anthony Albanese has rejected dealing with the Greens to establish an environment protection authority, just days after Environment Minister Tanya Plibersek said she was negotiating with the minor party as well as the Coalition in a bid to fulfil an election promise.

The latter would add an extra layer of complexity to environmental approvals. Mr Albanese and Ms Plibersek have both said the existing safeguard mechanism, which caps the emissions from big industrial emitters and mines, was already doing the job.“Climate issues are dealt with through the safeguard mechanism. We’ve dealt with that. We have a target of 43 per cent, and we have a vehicle for emissions of large emitters as well, as part of that program.

“We’re in intense negotiations with the Greens political party, with the Liberals, with the Nationals. And as I’ve said all along, passing these laws is going to require agreement from either that group or that group,” Ms Plibersek said. Privately, the government believes the Greens will yield. Otherwise, they will stand accused of repeating their 2009 decision to block Labor’s Carbon Pollution Reduction Scheme, which had disastrous consequences for climate policy.
