A change to Helotes' chicken ban comes after the mayor was called out for letting a friend raise them.

The need for a change apparently came after someone in Helotes cried foul and accused Whitehead of allowing a friend to break the city’s longstanding chicken ban for a 4-H project, the mayor said at a City Council meeting“This has affectionately been known as Chickengate because it turns out that one of my neighbors had chickens in their backyard,” Whitehead said.
At Sandra Day O’Connor High School, there are about 500 students enrolled in the agricultural program, which has livestock barns, a greenhouse, and chicken and other livestock pens. The school has about 3,000 students.However, the program at O'Connor and ones like it often leave out middle school students or families who can’t care for the animals outside their homes without stirring up trouble.
The changes Whitehead suggested aim to alter Helotes’ controversial, first animal-control ordinance, which passed into law in the 1990s. For years, 4-H and FFA members pushed against the ordinance. The city finally settled on the 1-acre rule it has today.
