BURIED in the debris of the sovereign wealth issue that has the House still gasping for breath is a challenge from chairman Rufus Rodriguez of the House Committee on Constitutional Amendments to convene a constituent assembly or a constitutional convention for the purpose of proposing changes in the 1987 Constitution to reform our present system of government.This was a completely unexpected call.
So what can possibly justify this call for constitutional change?I would like to believe that the call for constitutional reform is based solely on a permanent desire to improve the entire political, economic and social system, premised on a Constitution that works.
