The Marine Mammal Center said the man's actions were illegal and in violation of the Marine Mammal Protection Act.

In the video, the man appears to shotgun a beer before throwing the can onto the ground and backflipping into the water, to the apparent glee of the person filming the stunt. He then proceeds to swim toward the dock and chase after the sea lions while waving his arms around. The“Bro, they’re freaking out, bro!” the person filming the video yells off-camera.by viral content-aggregation Instagram accounts, including Worldstar and It’s the Bay, over the weekend, where it swiftly drew backlash.

It also elicited responses from Pier 39, the Marine Mammal Center, and the National Oceanic and Atmospheric Administration, which were made aware of the footage Saturday. “I think this is the first time since I’ve been here that I’ve seen anything like this,” said Sue Muzzin, who has been Pier 39’s vice president of marketing for the past 13 years. “It’s really an egregious act of harassing the sea lions out there, and we’re working with the Marine Mammal Center to learn more about what happened.”

Giancarlo Rulli, a spokesperson for the Marine Mammal Center, said the organization immediately reported the incident to the NOAA’s Office of Law Enforcement for further investigation “due to the serious nature of this individual’s actions.”
