FBI records show that this morbid tactic has been used by Russian spies in the past.

The complaint purports that this network of Russian spies sought to “Americanize” themselves as much as possible in order to infiltrate policy circles and harvest data for the Russian Federation, specifically communicating with a mysterious foreign entity called the Moscow Center.

FBI special agent Maria L. Ricci says in the document that developing false identities, or “legends,” is the first step toward assimilation. The complaint says that typically, they’ll earn degrees and hold down jobs to build a convincing identity, often working in pairs under the guise of a married couple. Chillingly, the document also claims that those who do live together will often have children to further deepen their “legend.

Over the span of a decade, documents say that the FBI monitored the shadowy group of 10 by placing microphones in their homes, leaving video cameras in public places and hotel rooms, and recording phone calls and emails. They reportedly decrypted a 2009 message from the Moscow Center, which was sent to two agents, “Richard Murphy” and “Cynthia Murphy,” who later“You were sent to USA for a long-term service trip,” it reads.

Hawaii’s Department of Defense did not respond to SFGATE’s request for comment at the time of publication.
