As Anthony Albanese prepares to meet Xi Jinping, two schools of policy in Canberra are competing to steer the PM’s approach.

It argues that there will be hefty consequences for withdrawal from the struggle against a web of revisionist powers in China, Russia and Iran. It believes that the Australia-China bilateral relationship can nevertheless be used to help moderate US/China strategic competition. Its aim is to work towards the normalisation of the relationship.

For the pragmatic school, it is proof that more careful language and a calibrated change in policy can reduce geopolitical tensions, return maturity to the relationship and deliver concrete outcomes such as the release of Cheng Lei and the relaxing of trade restrictions.
