Miller said it was unclear as of 10 p.m. whether officers “had time to declare an unlawful assembly” before deploying a “chemical agent” that he also described as pepper spray or tear gas.The protest was planned to start at approximately 5:30 p.m. at Hawkins Plaza in the Sherbondy Hill neighborhood west of downtown before the group began marching north on Hawkins Avenue.

At 7:57 p.m., the city posted on Twitter that police declared the gathering an unlawful assembly and began giving orders to the crowd to disperse.Miller said that as of 10 p.m. information was preliminary and he was not sure whether any arrests had been made.
