NEW: The Trump administration is seeking to phase out funding for coronavirus testing and contact tracing in a forthcoming GOP coronavirus relief package, according to two sources familiar with negotiations between the White House and Senate Republicans.

Senate Democrats are seeking to add an additional $430 billion for education-related needs. Thursday, Senate Democratic Leader Chuck Schumer and his caucus also unveiled a $350 billion plan to target aid to communities of color, which have been disproportionately hit by the coronavirus.
