Action anime series are all about the forces of good doing battle with the evilest villains imaginable, often with the fate of the world hanging in the balance. To be compelling, a series needs a villain that its audience can really love to hate, or at least just REALLY hate.
Anime's biggest heroes didn't get to be where they are by fighting small fries, after all, so it's important to honor some of the evilest villains in action anime history--the ones who really put their opposing heroes on the map. Able to remove the Quirks of others and keep or redistribute them as he wishes, All for One had an amazing ability during the advent of Quirks. This allowed him to build up allies and get people indebted to him until he was ready to make his move and try to take over the world.
1 Frieza -- Dragon Ball Z An interstellar tyrant with countless planet-wide genocides under his belt, Frieza is about as evil and unlikeable as a villain can get. The Frieza force basically makes all their money by committing atrocities and then selling the now-empty planet to another group, a brutal and totally unnecessary cruelty itself. Frieza killed off all the Saiyans simply because of a legend he heard, though, so he's had worse reasons.
