OTTAWA—Prime Minister Justin Trudeau came into office in 2015 promising a new era in Canadian politics, with a vow of greater transparency, more freedom for ministers to craft policy, and a stronger voice for women and indigenous people in his government.
“Sunny ways my friends, sunny ways,” Mr. Trudeau said in his election-night victory speech. “This is what positive politics can do.”
