It did not take long on the first day of the Legislature’s session for Gov. Greg Abbott to resume hostilities against the state’s largest city. Just under 5 minutes into a speech kicking off the 140-day session, Abbott pointed to Houston as an example where people are not following the laws and need to be reined in. “The reality is there is a failure across this state to follow the constitutional laws of the United States and of this state,” Abbott said.
