Abandoned Shih Tzu with maggot-filled wounds chucked over animal shelter fence saved by staff
Someone threw the small Shih Tzu dog over Tri-County Humane's fence. Parker was discovered with two pounds of hair and wounds filled with maggots. The dog is making a strong recovery with video showing her eating and walking.
