It's written that the Shriek-hawks are "a team of Mandalorian specialists skilled in jetpack operations as well as scouting and rescue missions," which makes plenty of sense in the context of their introductory episode.
Where The Mandalorian Shriek-Hawk Team Comes From Are There More Specialized Teams Like This? Close Despite being first introduced in The Mandalorian season 3, shriek-hawks themselves are nothing new to Star Wars. The symbol of a shriek-hawk was first seen in Star Wars: The Clone Wars on the armor of the Death Watch, most notably Pre Vizsla and his loyal followers.
