DPS officials have said Arredondo was the incident commander. Arredondo and his lawyer have insisted he was not and that officers from better-equipped agencies on the scene, including DPS, could have taken command.At the town hall, about a dozen community members, many of whom lost children on May 24, voiced concerns that the school district was unprepared for the return of students. They grilled school board members on details of the safety improvements.
In addition to the new fencing, these include hiring security personnel to check doors and windows at each school, a maintenance system to ensure that security-related repairs are made and documented in a timely manner, training teachers and staff in how to respond to an active threat, and ensuring that employees have more than one way to sound the alert if an active shooter appears.
