Flood control district staff helped screen drainage areas across the county for potential benefits by evaluating factors such as social vulnerability among the population, elevation change of the terrain and how each place flooded previously. They eliminated areas subject to storm surge and tidal floodingsince a tunnel would do little good there.
Engineers want to be sensitive to community values, they said. They also want to build something effective. Hurricane Harvey dropped an unforgettable amount of rain, damaging homes that people are still trying to fix. It revealed the limits of Houston’s current flood infrastructure and instigated calls for “bigger solutions,” Elmer said, adding, “and that is what this investigation of large diameter tunnels is about.
