I will *** shoot you!" an officer is heard shouting in the video. According to the incident report, Horton admitted to throwing oil, hammers, and other objects out of the truck's window in an attempt to slow down his pursuers. According to the police report, an Ohio State Highway Patrol and a Middletown Police cruiser were disabled.Local 12 News asked Sheriff Jones:

Jones: "Absolutely. As long as it's at a low rate of speed we let the sergeant make that determination and this was not at a high-speed chase, but we let the sergeant make that determination."
