Yonhap News On the 14th , U.S. Deputy Secretary of State Christopher Landau assessed the announcement by the ROK and the United States of a ‘Joint Fact Sheet ’, the outcome of tariff and security negotiations, saying it “has opened a new chapter for the ROK·U.S. alliance.” In a keynote address at the ‘Van Fleet Policy Forum’, co-hosted by the Atlantic Council·The Korea Society in Washington, DC that day, Deputy Secretary Landau said, “Just yesterday, the two countries released a historic joint fact sheet in connection with President Donald Trump’s state visit to Korea at the end of October,” making the above remarks. Landau said, “It sets out the shared priorities for bilateral relations going forward.” He then outlined specific items, including rebuilding and expanding key industries, maintaining stability in the foreign exchange market, strengthening commercial cooperation, promoting reciprocal trade, safeguarding economic prosperity, modernizing the alliance, coordinating on issues on the Korean Peninsula and in the region, and enhancing maritime and nuclear partnerships. Regarding the Trump administration’s policy of ‘revitalizing manufacturing’, Landau stressed, “Korea plays an absolutely central role in these efforts.” He continued, “We need Korean investment in key sectors such as shipbuilding, energy, semiconductors, pharmaceuticals, critical minerals, and AI·quantum technologies,” adding, “We need Korea’s support so that Korean experts who can make these investments actually work and teach U.S. workers how to operate precision manufacturing facilities can be sent to the United States on temporary visas.” Referring to the ‘Georgia incident’ in which more than 300 South Koreans were arrested and detained during an immigration enforcement action by U.S. authorities at the construction site of the Hyundai Motor-LG Energy Solution joint battery plant in Georgia in September, Landau stated the U.S. government’s resolve to prevent a recurrence. “President Trump has a very clear position on this,” Landau said, adding, “President Trump welcomes South Koreans coming to the United States to train American workers for jobs in these high-precision fields.” He went on, “What is clear is that we cannot ask for major investment in our economy while at the same time telling you not to send the people who will actually implement those investments to the United States.” He added, “We are establishing a ‘Korea Investment·Trade Desk’ at the U.S. Embassy in Seoul and reforming the U.S. visa system to create a new visa category that would allow Korean experts to come to the United States to train American workers for these jobs in line with U.S. immigration law.” On the ROK·U.S. alliance, Landau said, “The ROK·U.S. alliance and our commitment to extended deterrence are ironclad .” On North Korea policy, he said, “We are completely aligned on North Korea,” adding, “We maintain the goal of the complete denuclearization of North Korea; both President Trump and President Lee support meaningful dialogue with North Korea; and we urge North Korea to comply with its international obligations, including the dismantlement of its weapons of mass destruction and ballistic missile programs.” Landau stated, “America’s security and prosperity are closely linked to the security and prosperity of the entire Indo·Pacific,” and added, “We will work with other partners across the Indo·Pacific to uphold international maritime law and maintain peace and stability in the Taiwan Strait and the region.” Regarding the partnership between the two leaders, who have held two summits, he said, “President Trump maintains a good relationship with President Lee.”
