An open debate of the United Nations Security Council is underway at UN headquarters in New York, presided over by Korean President Lee Jae-myung on September 24. / Yonhap News President Lee Jae-myung said on September 24 at an open debate of the United Nations Security Council that “the only way to turn the opportunities and challenges of the artificial intelligence era, where light and shadow coexist, into a chance is for the international community to unite and establish the principle of ‘responsible use.
’” On this day, Lee became the first Korean president to preside over a UNSC open debate as chair. Visiting New York, Lee made the remarks during the UNSC open debate at UN headquarters on the theme of “AI and International Peace and Security.” He stressed, “Only when governments, academia, industry and civil society put their heads together can we achieve innovation for AI that benefits everyone, an inclusive, human-centered AI.” Before the debate began, Lee said in a short briefing, “It is the first time that a president of the Republic of Korea has presided over a UNSC meeting as chair, and I find it very meaningful.” Quoting AI scholar Geoffrey Hinton, a professor at the University of Toronto, who likened today’s AI to “a baby tiger,” Lee said, “The baby tiger before us could grow into a fierce beast that devours us, or it could become Derpy, the lovable character from Netflix animated film ‘K-pop Demon Hunters.’” He continued, “A knife in the hands of a chef is a great tool that brings happiness to others, but in the hands of a robber it is merely a dangerous weapon.” “How we handle the tool of AI will determine the future that unfolds before us,” Lee said. He added that “if used wisely, AI can help solve challenges such as low growth and high inflation, open a new path to prosperity, and provide answers to problems in healthcare, food, and education.” But he also warned, “If we are dragged along without preparation, an extreme technological gap will create a ‘silicon curtain’ that surpasses the iron curtain, worsening global inequality and imbalance.” Lee stressed, “In this era where AI capability is synonymous with national power, economic strength, and security capacity, a Luddite-like backlash against technological progress is neither possible nor realistic. The only wise course is to compete for national interest while cooperating for the good of all.” He again emphasized innovation toward inclusive, human-centered AI. Lee pointed out that “AI carries vast potential, possibilities, and risks in the field of international peace and security, where countless lives are at stake,” and said the role and responsibility of the UNSC are enormous. He noted, “If used properly, AI can serve as a powerful tool to prevent conflicts and maintain peace, such as by monitoring the spread of weapons of mass destruction. But if terrifying tools spiral out of control, we cannot avoid a dystopian future with surges in terrorism and cyberattacks.” Referring to the Asia-Pacific Economic Cooperation summit to be held in Gyeongju at the end of next month, Lee said, “As the APEC chair, we are pushing for the adoption of an APEC AI Initiative so that AI innovation contributes to humanity’s prosperity. We are working to make ‘AI for all,’ an AI-based basic society, the new normal of a new era where everyone shares in the benefits of technological advancement.” Lee concluded by urging, “Let us not shy away from the new mission given to our times, and instead make the changes brought by AI a springboard for humanity’s renewed leap forward.”
