In response, the government has launched an interagency recovery task force, and President Lee Jae-myung has instructed officials to “swiftly assess the damage and promptly declare special disaster zones.” According to the Central Disaster and Safety Countermeasures Headquarters and the National Fire Agency, as of 7:30 p.m. on July 20, 17 deaths and 10 missing persons had been reported. Between the 16th and the 20th, extreme rainfall pummeled the country, including 793.5 millimeters in Sancheong, South Gyeongsang Province, 699 millimeters in Hapcheon, 578.3 millimeters in Seosan, South Chungcheong Province, and 552.5 millimeters in Damyang, South Jeolla Province. Fatalities occurred in various regions: one in Osan and two in Gapyeong, Gyeonggi Province, two in Seosan and one in Dangjin, South Chungcheong Province, one in Gwangju, and ten in Sancheong. The missing include one in Gwangju, four in Gapyeong, one in Pocheon, and four in Sancheong. The number of casualties may continue to rise. Sancheong was hit hardest, with a record-breaking 283 millimeters of rain falling on the 19th alone, resulting in ten deaths and four missing persons. Landslides occurred in more than 15 areas across the county. In Gapyeong, a sudden downpour of 197.5 millimeters between early morning and 10 a.m. on the 20th left two dead and four missing. Gwangju experienced 527.2 millimeters of rain over three days from the 17th, with two people swept away by floodwaters, and one was later found dead. The heavy rain forced 13,492 people from 9,782 households to evacuate in 95 cities and counties across 15 provinces. Of these, 2,728 people from 1,842 households remain in temporary shelters. Damage to farmland and infrastructure has been extensive. As of 5 p.m. on the 19th, the Ministry of Agriculture, Food and Rural Affairs reported that 24,247 hectares of farmland, roughly the size of 34,000 soccer fields, were submerged. Damage to private property, such as homes and farmland, totaled 2,238 cases. Restoration efforts have been hampered by road closures and power outages caused by landslides and flooding. In Sancheong, the National Route 3 has been completely closed for two days due to a landslide on the 19th. Power remained out in 11 locations in Sancheong and Hapcheon as of 10 a.m. on the 20th. Train service on several lines operated by Korail, including the Gyeongbu, Gyeongjeon, and Honam Lines, was suspended but resumed at 9 a.m. on the 20th. The government has now shifted into recovery mode, activating the recovery support headquarters and pushing for the swift designation of special disaster zones. According to presidential spokesperson Kang Yoo-jung, “President Lee has ordered a prompt assessment of the damage and directed officials to initiate the disaster zone designation process.” Once an area is declared a special disaster zone, residents become eligible for tax deferments and public utility discounts, while local governments can receive national funds to assist with recovery efforts.
