Dallas police Chief Eddie García asked the council on Monday to lower the number from 100 to 75 people, saying crowds of that size can become unruly, but it’s unclear whether city officials plan to do so.The city stipulates that applicants who plan an event with no street closures must apply for a special use permit 30 days before the gathering.
