$600 million project featuring giant Ferris wheel gets approval for Pa. city

A developer’s $600 million plan to turn a “derelict” North Side industrial site into a riverfront destination anchored by a giant Ferris wheel has received a big lift.

The vote came the same day the city Urban Redevelopment Authority unveiled plans to create a Manchester-Chateau Transit Revitalization Investment District, or TRID, to help pay for nearly $54 million in infrastructure and other improvements associated with the project. But the proposed attraction that has generated the most buzz is a giant Ferris wheel with LED lighting to be built on the east end of the site and angled to face the Downtown skyline.

As part of the plan, Piatt is aiming to move the trail that runs past the site closer to the river. It also is proposing a 112-slip marina and even 17 homes similar to houseboats to be built on barge-like bases. Piatt officials have estimated that site work will probably take 10 to 12 months once city approvals are obtained.

In unveiling plans for the Manchester-Chateau TRID, the URA estimated that the project would create 9,378 construction jobs, providing nearly $1.5 billion in economic output for the region.URA board members will consider authorizing the TRID on Thursday. The proposal also would need the backing of the city, Allegheny County and the Pittsburgh school district.

Of the $13.4 million in off-site work, $4.5 million would go toward a plan to provide an underpass at Juniata Street to serve as a “bridge between communities” and for Allegheny Avenue and Western Avenue public space improvements.
