First cutoff since the program was introduced in 1964Trump instead: “Call the Democrats” A store manager in Los Angeles, California, installs a sign reading ‘EBT accepted’ at a shop on the 31st of last month .

This followed orders by two federal judges directing the administration to continue funding for SNAP even during the government shutdown. AP Yonhap News As the partial federal government ‘shutdown’ is on the verge of breaking the record for length, the payment of grocery subsidies to 42 million low-income people has been suspended. The U.S. Department of Agriculture halted disbursement of ‘Supplemental Nutrition Assistance Program’ benefits starting on the 1st . The funds were exhausted because Congress failed to pass a spending bill. This is the first suspension of SNAP, which subsidizes grocery purchases for low-income households, since the program was introduced in 1964. At inception it was provided as paper coupons and known as ‘food stamps’; today, funds are loaded onto an electronic card . Roughly one in eight Americans receives benefits from this program, but amid the Trump administration's hardline posture on the shutdown and partisan confrontation, the subsidiescosting about $10 billion a month have been cut off. In the early days of the shutdown, the main point of contention was whether to pay ‘Obamacare subsidies’ , which had been the immediate trigger. But as the shutdown dragged on and SNAP benefits were halted, the ‘kitchen-table sentiment’ of low-income households whose shopping baskets suddenly got lighter surged to the forefront of national politics. The New York Times criticized that the halt to SNAP “has imposed disproportionate and grave risks on the unfortunate people who have no choice but to rely on the very government functions President Trump has long sought to cut.” Earlier, Politico and others pointed out that the Trump administration could draw on about $5 billion in USDA emergency funds and tariff-revenue accounts amassed through the ‘trade war’ but had not done so. In response, Agriculture Secretary Brooke Rollins argued at a press conference on the 31st of last month that “emergency funds can be used only when a base appropriation is approved,” adding, “even if we could use those funds, they would not cover even half of the month of November.” Regarding court rulings ordering the immediate resumption of SNAP payments, President Trump wrote on Truth Social on the 31st of last month, “I do not want Americans to go hungry because the Radical Democrats are not doing the right thing and will not reopen the government.” He then shared the office phone number of Senate Democratic Leader Chuck Schumer, saying, “if you are receiving SNAP benefits, call Democratic senators and urge them to open it.” He also urged the courts to “make clear how to lawfully fund SNAP,” adding, “if the courts issue appropriate legal instructions, funding as we did for service members and law-enforcement personnel would be a great honor for me.” In effect, he shifted the swelling blame over the shutdown, heightened by the halt to SNAP, onto Democrats opposing passage of a short-term spending bill , while asserting that he is delaying SNAP payments because he lacks clear ‘legal guidance’. Democrats countered that the Trump administration, while benefiting itself and the wealthy with tax cuts and spending reductions and turning a blind eye to the pain of the poor, is instead shifting responsibility onto Democrats. Senator Patty Murray of the Senate Appropriations Committee said of the administration, “they are trying to hurt those at the very bottom while taking care of their friends and priorities.” Former President Barack Obama, campaigning the previous day in support of the New Jersey governor race, criticized President Trump for spending $300 million to build an ultra-luxury White House banquet hall known as the so-called ‘Trump Ballroom’ even amid the shutdown. Some speculate that around the 5ththe ‘deadline’ the court set for resuming SNAPthe Republican · Democratic parties could dramatically reach a deal to pass a temporary spending bill. The shutdown that began on the 1st of last month will set a new record for length after the 5th of this month. The previous record was 35 days during the first Trump term .
