According to the 247Sports composite, Outten is the ninth-best prospect in Virginia, a state Penn State has dominated in recent years. He made an official visit to Happy Valley on June 7 this summer after three prior unofficial visits. Outten is a bit of a bigger-bodied receiver at 6-foot and 200 pounds.
