$4 billion redevelopment of Plano’s former EDS HQ gains zoning approval
JCPenney has moved back into its former headquarters in Plano and the permanent sign at the Legacy Drive entrance says JCPenney again.
Zaccanelli said the project is planned in four phases over seven years. “Each phase is going to be about a billion dollar spend,” he said. “You are talking four years down the road before the apartments would be available,” Zaccanelli said. “I wish we didn’t have to build any of them. We just have to make sure we can house the people that are going to be coming here from all over the country.”A hotel would also be constructed to support the project, according to the approved zoning.
“I know people don’t like the apartments,” said planning commission chairman David Downs. “I see the need for them.”
