When 2024 ends, Utah will complete its first full calendar year of requiring law enforcement agencies to assess the likelihood of victims being harmed or killed
by an intimate partner.
According to the Utah Department of Public Safety, more than 10,000 lethality assessments have been completed in 2024.Ashley Berry, director of residential services at Peace House, said the law serves a specific purpose.The lethality assessment protocol, also known as LAP, uses a series of questions to gauge a victim’s risk level.
Since a new state law took effect in July 2023, requiring LAPs during any relationship abuse call, law enforcement agencies have conducted 15,881 assessments. Of these, 64% were flagged as "potentially deadly."“From my perspective, success looks like those getting in touch with the services they need and getting out of dangerous situations,” she said. “That’s happening.”Hillary Killoner, spokesperson for DPS, said the mandatory LAP law is exceeding initial expectations.
The most frequently affirmed question on the assessments — “Was the aggressor violently jealous or controlling?” — was answered “yes” in 61% of cases.
