Statewide results showed the amendment favored by 58.7% of voters making a choice on the issue, with about 85% of precincts reporting. Amendment supporters said it appeared it would be backed by a majority of all voters and declared victory early Wednesday. Labor unions statewide support the measure. Union leaders were cautious about declaring victory Tuesday night, saying the issue might not be settled until all mailed ballots are counted. Under the Illinois rules, ballots with no vote cast on the amendment have the same effect as those cast against it.Business groups such as the Illinois Chamber of Commerce opposed the measure but spent campaign funds elsewhere.
