Cornelius Fredericks, a 16-year-old Black boy, has died after being violently restrained at a youth facility. Three staff members have been charged.
After restraining him for 10 minutes, they waited another 12 minutes before calling 911 — during which young Fredericks lay “limp and unresponsive” on the floor, according to the documents. Two days later, Fredericks went into cardiac arrest and died at a local hospital.
Witnesses said Fredericks expressed that he “couldn’t breathe” during the restraint, much like those last words uttered by George Floyd last month and Eric Garner in 2014 as police officers suffocated them to death. Mosley and Solis were charged with one count each of involuntary manslaughter for restraining the boy in a grossly negligent manner, a felony punishable by up to 15 years in prison, as well as two second-degree child abuse charges, punishable by up to 10 years. McLogan, who was a nurse at the facility, was charged with one count of involuntary manslaughter and one count of second-degree child abuse for failing to seek timely medical care for Fredericks.
