With the 2026 midterm elections approaching, Newsweek has identified 100 counties that could determine control of Congress. Suburban areas, fast-growing metro counties, and political bellwethers are emerging as key battlegrounds. Both Democratic and Republican campaign committees are targeting these places, with Maricopa County in Arizona, Northampton County in Pennsylvania, and Scott County in Iowa ranking among the strongest candidates to shape the 2026 political narrative.
With 100 days remaining until the midterm elections on November 3, 2026, a Newsweek analysis has pinpointed 100 counties that could determine control of Congress.
The outcome may hinge less on broad swing states and more on specific suburban areas, fast-growing metro counties, and political bellwethers. Newsweek's analysis combined competitive House battleground districts, Senate battleground states, close 2024 presidential results, and recent special-election signals using data from the Cook Political Report, Ballotpedia, BallotWire, and Dave Leip's Atlas of U.S. Presidential Elections. Each category was scored, with closer contests and stronger signs of competitiveness earning higher points.
The total scores ranked the states and districts most likely to be pivotal, with some counties appearing repeatedly across multiple battlegrounds. Both Democratic and Republican campaign committees, along with Senate and House candidates, are targeting these places. A Republican National Committee (RNC) strategist noted that while Republicans typically focus on congressional districts, many of these counties overlap with districts crucial to House control.
'This November will be a choice between communism and common sense,' said RNC spokeswoman Delanie Bomar. 'As Democrats shift left, and with freedom, public safety, and cost of living at stake, Republicans are on offense and ready to defy history. ' Maricopa County in Arizona, Northampton County in Pennsylvania, Scott County in Iowa, Eaton County in Michigan, and Hidalgo County in Texas ranked among the strongest candidates to shape the 2026 political narrative.
A Democratic strategist confirmed these counties' increasing importance, aligning with their party's view of the competitive 2026 House battlefield. Campaign organizations are already drawing up expansive maps, with the Democratic Congressional Campaign Committee (DCCC) targeting 46 Republican-held seats and Democratic state legislative strategists tracking hundreds of competitive races nationwide. Resources are increasingly focused on districts won by narrow margins, making counties crucial. In Maricopa County, Arizona, Trump carried it by 3.48 points in 2024.
It's central to multiple competitive House districts around Phoenix, with the open-seat race to replace Republican Representative David Schweikert emerging as a top Democratic pickup opportunity. In Pennsylvania's Lehigh Valley, Northampton and Lehigh counties ranked strongly. Trump carried Northampton by 1.77 points, while Harris carried Lehigh by 2.69 points. Both sit inside Pennsylvania's competitive 7th district, attracting significant attention from both parties.
Iowa produced several highly-ranked counties, including Scott and Dallas, both inside competitive House terrain and Senate battleground states. Polk County, home to Des Moines, is less competitive but remains one of Iowa's most important vote-producing counties
