7 Cynthia's Garchomp Is a Champion Among Champions Introduced in "Top-Down Training!" Cynthia is one of the strongest Champions in the Pokémon franchise, and her strongest Pokémon is, naturally, the starter she raised from an egg. Garchomp and Cynthia appear fairly often throughout the anime, and Garchomp has an impressive winning streak.
In Pokémon the Movie 2000, Lugia rises from the deep to join Ash in saving the world from the Legendary Birds, with its Aeroblast attack taking out not only Zapdos and Moltres at once, but also the airship of the Pokémon poacher after the Legendaries too. In the main show, Lugia appears sporadically to protect Ash and his friends from various threats, such as saving them from the eponymous whirlpool in the episode "Around the Whirlpool".
Similar to Lugia, Rayquaza shows up to assert dominance over Groudon and Kyogre, two other Legendaries who are incredibly powerful in their own right. Mistaken for a meteor when it descends from its home in the ozone layer, it is able to quell the other two’s fighting with just a warning cry. Every time Rayquaza shows up, it makes it very clear that it shouldn't be messed with.
