The Oakland Fire Department initially received a report about the incident at 650 85th Ave. at 3:13 a.m.; crews were on the scene at 3:18 a.m., department spokesperson Michael Hunt told SFGATE. "Thankfully it occurred during a shift change, because there were few people in the building," Hunt said over the phone."It sounds like it would have been 30 to 40 people if it happened an hour earlier."
