Police say a 26-year-old man was transported to a local hospital, where he is in critical condition after being shot in the neck.
Lanes on I-76 West between Packer Avenue and University Avenue as police investigate a shooting scene that started at FDR Park, according to police. Officers who responded to the scene did not find anything initially, according to Philadelphia Police Chief Inspector Scott Small.
