Muhammad Abdulqadir Omar, 32, was arrested on Thursday after, authorities said, he initially fled law enforcement by jumping from a fourth-floor balcony as agents moved to detain him earlier in the day. The arrest was made amid a broader federal operation targeting what officials described as tens of millions of dollars in fraudulent activity tied to multiple public programs. Earlier in the day, federal prosecutors unveiled new indictments against 15 people in healthcare fraud investigations in Minnesota.

The schemes targeted publicly funded programs and totaled roughly $90 million in fraudulent claims, authorities said. The indictments center on alleged abuse of Medicaid-funded services—including housing programs for vulnerable residents—with defendants accused of submitting false claims, falsifying records and inflating services to obtain taxpayer money.

"After today’s interagency press conference announcing 15 public healthcare fraud indictments in Minnesota, the below subject who was on the run - Muhammad Omar - has now been arrested," Patel posted. "He is charged with healthcare fraud involving a Housing Stabilization Services company - with fraudulent claims for services not provided and diverting the proceeds for personal benefit.

"Federal prosecutors allege that Omar played a central role in a scheme to defraud Minnesota’s Medicaid-funded Housing Stabilization Services program, which is designed to help vulnerable residents—including seniors and people with disabilities—secure housing and maintain independent living. According to court documents, Omar co-owned North Home Health Care LLC with an alleged co-conspirator and separately operated South Home Health Care LLC.

Through those companies, Omar is accused of submitting millions of dollars in false or inflated claims for services that were either never provided or exaggerated. Authorities allege the companies billed approximately $3.3 million through North Home Health Care, receiving about $3.2 million in reimbursements, while South Home Health Care generated an additional $480,000 in payments, KARE 11 reported.

During the coordinated federal law enforcement action announced Thursday, authorities said, Omar fled during an arrest attempt but was apprehended hours later at a property linked to his business activities. The arrest coincided with a high-profile news conference unveiling new charges in the widening Minnesota fraud probe, which federal officials said spans multiple programs. Omar’s case is the latest development in a yearslong investigation into fraud allegations tied to pandemic-era relief and public assistance programs in Minnesota.

The most prominent case to date involved Feeding Our Future, a nonprofit at the center of what prosecutors called the largest COVID-19 fraud scheme in the country. In that case, Aimee Bock—identified by prosecutors as the “mastermind” behind that operation—after being convicted of orchestrating a $250 million scheme that falsely claimed to provide tens of millions of meals to children.
